Kazakhstan Announces Plans for "CryptoCity" Pilot Project
A New Digital Frontier
Kazakhstan is set to foster a new digital economic environment with the announcement of a pioneering initiative known as "CryptoCity." President Kassym-Jomart Tokayev revealed the ambitious project during his address at the Astana International Forum 2025, emphasizing the country’s commitment to integrate cryptocurrencies into mainstream commerce.
Creating a Regulatory Sandbox
The primary objective of CryptoCity is to establish a regulatory sandbox that facilitates the use of cryptocurrencies for payments across various sectors. President Tokayev stated, “We are planning to create a pioneering pilot zone called CryptoCity where cryptocurrencies might be used for purchasing goods, services, and even beyond.” The initiative aims to explore cryptocurrency adoption within a controlled environment, allowing both users and regulators to interact with digital assets more effectively.
Kazakhstan’s Evolving Crypto Landscape
Kazakhstan has been making strides towards becoming a leading player in the global cryptocurrency landscape. Earlier this month, Kanysh Tuleushin, the country’s first vice minister of digital development, expressed optimism that Kazakhstan could emerge as a prominent crypto hub in Central Asia should regulatory restrictions be relaxed. The country took a significant step forward in 2024 with the launch of a pilot project for a Central Bank Digital Currency (CBDC), which reportedly improved the efficiency of Value Added Tax refund processes.
Choosing the Location: Alatau
Speculation regarding the ideal location for CryptoCity points towards the new settlement of Alatau, which has been characterized as a prospective site due to its scientific and technological infrastructure. Zhaslan Madiyev, the Minister of Digital Development, highlighted that Alatau, with its historical roots as a base for scientific institutions and its ongoing development as a special economic zone known as the Innovation Technology Park, stands out as a fitting choice for the project.
Madiyev explained, “Of course, the most promising place for CryptoCity is the new city of Alatau,” further stating that the integration of cryptocurrency into the area could create a robust ecosystem. He envisions a future where digital currencies are commonly used for everyday transactions such as dining at restaurants, shopping, purchasing real estate, and investment activities. “I believe this could be a major breakthrough for the blockchain industry,” he added.
Aiming for Economic Growth
The government is keen to leverage CryptoCity not only as a technology hub but also as a catalyst for local economic growth. Madiyev expressed hope that the project would draw developers, programmers, and IT specialists to the region, spurring innovation and economic activity. He underscored the importance of crafting a supportive regulatory framework to enable free circulation of cryptocurrency, crypto-friendly legislation, and the acceptance of digital assets as legitimate payment methods.
To this end, Madiyev noted that these progressive conditions "need to be reflected in the law," ensuring a conducive environment for cryptocurrency fixtures within the Kazakh economy.
