Ljubljana Crowned the Global Leader in Crypto-Friendliness: A Look at Slovenia’s Thriving Digital Asset Ecosystem

Ljubljana Named World’s Most Crypto-Friendly City

Ljubljana, Slovenia, has officially claimed the title of the world’s most crypto-friendly city according to a recent report by migration advisory firm Multipolitan. This recognition places Ljubljana ahead of major global crypto hubs like Hong Kong and Zurich.

The Crypto-Friendly Cities Index

In its 2025 Crypto Report, Multipolitan assessed 20 cities around the globe and ranked them based on their crypto-friendliness. Factors such as regulatory frameworks, tax environments, lifestyle amenities, and digital infrastructure were considered essential in this evaluation.

As explained by Multipolitan, “The presence of crypto ATMs and retail adoption rates were analysed to reflect each city’s embedded cryptocurrency culture.” The ranking system emphasized cities with high concentrations of these digital assets, contributing to Ljubljana’s impressive score.

Following Ljubljana, the index ranked Hong Kong and Zurich in second place, noting that both cities are well-established in the crypto space. The report also highlighted Singapore and Abu Dhabi, which secured the fourth and fifth positions, respectively, as jurisdictions known for their business-friendly climates and low or nonexistent tax rates. Both are currently enhancing their appeal to cryptocurrency firms through industry-specific licensing and regulatory frameworks.

Ljubljana’s Crypto Landscape

Ljubljana not only topped the Crypto-Friendly Cities Index but also led in the Crypto Wealth Concentration Index. This sub-index calculated average crypto ownership alongside trading volumes, revealing that the average Slovenian crypto investor holds approximately $240,500 worth of digital assets, significantly higher than the average holdings in other competitive cities.

Cyprus placed second with an average holding of around $175,000, while Hong Kong followed closely behind at $97,500. In stark contrast, the United States ranked low on the list, occupying the 17th position with average crypto holdings estimated at $23,300. ## Slovenia’s Supportive Regulatory Environment

Slovenia, an EU member state, embraces cryptocurrency under the bloc’s Markets in Crypto-Assets Regulation (MiCA), which has generally been well-received by the industry. The presence of advocacy organizations, such as Blockchain Alliance Europe, and innovative projects like Blocksquare — which recently collaborated with Vera Capital to tokenize $1 billion worth of US real estate — further solidifies Ljubljana’s status as a crypto-friendly destination.
