Investigations revealed that the operation was reportedly led by Khosro Pirhadi, head of the Khuzestan Cycling Board and formerly in charge of security for the Khuzestan provincial governor’s office. Additional individuals linked to the scheme include Hamid Bani-Tamim, a former senior sports official in Khuzestan province. Critics argue that such extensive equipment could only have been installed with protection at high levels of the regime hierarchy.

In response to the outcry, the Khuzestan Provincial Department of Sports and Youth issued a statement affirming that the discovery, reporting, and sealing of the illegal mining operation were conducted in cooperation with the Cycling Board’s head. However, the state-run ILNA News Agency highlighted discrepancies and competing narratives in media reports, suggesting that the official account may be an attempt to minimize the scandal’s scope and shield influential figures from accountability. ILNA noted the public’s frustration, stating, “While citizens suffer sudden blackouts, dead air conditioners, and unbearable summer heat, some individuals seem empowered to exploit subsidized electricity and public facilities purely for personal enrichment.”
